Biography
Leon R. Sequeira is senior counsel in the Washington, D.C. office of Seyfarth Shaw LLP where he advises clients on a range of labor and employment regulatory and legislative matters.
Mr. Sequeira is the former Assistant Secretary of Labor for Policy at the U.S. Department of Labor and has extensive experience with the Department’s enforcement agencies. As an Assistant Secretary of Labor, he coordinated labor and employment policy efforts among the Department’s agencies, oversaw the annual development of more than 80 regulations, and was the principal point of contact with the White House and Office of Management and Budget for policy and regulatory matters.
During his tenure at the Department, Mr. Sequeira was involved with numerous policy issues and rulemakings relating to the Fair Labor Standards Act, the Family and Medical Leave Act, OSHA standards, ERISA, immigration, union and corporate financial reporting, federal contractor obligations, and mine safety and health.
Mr. Sequeira also has particular knowledge of business-related immigration matters. He was extensivelyinvolved in the Department of Labor’s 2008 revisions to the H-2A and H-2B visa program regulations and has worked with members of Congress and their staffs on immigration-related legislation.
Prior to his service at the Department of Labor, Mr. Sequeira worked in the U.S. Senate where he served as Legal Counsel to now-Republican Leader Mitch McConnell. He also previously served as Counsel to the Senate Rules Committee and has a background in Senate ethics, campaign finance, and election law.
Mr. Sequeira is well-versed in all aspects of the legislative process and has drafted portions of several bills that have been signed into law. He also has testified before Congress on multiple occasions, been interviewed and quoted by major media outlets, and often speaks to domestic and international audiences on labor policy issues. Prior to his public service, Mr. Sequeira was in private practice with a large St. Louis-based law firm.
