Over the last few months, the government has given guidance on, and answers to, a number of questions regarding how the Health Care Reform Act (HCRA) will be implemented.  One component of the HCRA that significantly impacts employers, is the mandate that large employers offer health coverage to employees or pay a tax penalty.  The rules for the employer mandate will affect the design and administration of employers' group health plans for 2014 and beyond.  Employers need to start planning for these changes now.
