Biography
Mr. Clark is a partner practicing public sector labor relations law. He is an adjunct professor in public sector labor relations law at Northwestern University Law School, and has served as a consultant to the Illinois Governor's Advisory Commission on Labor-Management Policy for Public Employees, as a part-time faculty member for courses on public employee labor relations for the Graduate School of Public Administration at the University of Southern California, and as a lecturer on labor law and legislation at DePaul University. He was a consultant to the Committee on Economic Development (CED) for its study on labor relations in state and local government, and he was a participant in the Fortieth American Assembly on Collective Bargaining in American Government. Mr. Clark is a frequent participant in seminars and symposia sponsored by such organizations as the National Academy of Arbitrators, the Industrial Relations Research Association, the American Bar Association, the Illinois Institute of Continuing Legal Education, the National Public Employer Labor Relations Association, the National Association of School Boards, the National Institute of Municipal Law Officers, the American Arbitration Association, and the Association of Labor Relations Agencies. Mr. Clark is a co-author with Judge Harry Edwards and Professor Charles Craver of Labor Relations Law in the Public Sector: Cases and Materials (Bobbs-Merrill 1974), the first law school textbook in the area of public sector labor relations. The fourth edition was published in 1991. He also has written numerous articles and publications in the field of labor law. Mr. Clark edits a regular column on legal developments in public sector labor law for the NPELRA Newsletter. He has served as a member of the Board of Directors of the Legal Assistance Foundation of Chicago and is on the Advisory Committee of the Illinois Educational Labor Relations Board.Education
