Biography

Mr. Holliman is a Senior Affirmative Action Advisor with the Affirmative Action Consulting Team of Seyfarth Shaw. He specializes in all facets of affirmative action program development, development of statistical analyses, technical assistance, compliance evaluation preparation and management and all phases of the OFCCP compliance review process.

Mr. Holliman joined Seyfarth Shaw in March 2001 after serving as director of Human Resources Compliance with American Express. Preceding his private sector experience, he served as Regional Director of OFCCP’s Chicago Midwest region, the largest of OFCCP's six regions, from 1990 to February 2000. Mr. Holliman previously served as Regional Director for OFCCP’s Denver Rocky Mountain region from 1984 to early 1990.

While at American Express, Mr. Holliman directed all facets of compliance with government regulations regarding equal employment opportunity and affirmation action, including directing audits of internal human resources processes and preparing businesses for periodic external audits of those processes. Mr. Holliman’s responsibilities also included monitoring business unit progress against prescribed action plans and developing formal education and skill transfer of human resources compliance knowledge to business leaders and the HR management ream.

During Mr. Holliman’s ten year tenure as OFCCP’s Midwest Regional Director, he was responsible for ensuring that the nation’s largest region of federal contractors complied with nondiscrimination and affirmative action provisions of civil rights statutes, Executive Orders and implementing regulations. He managed an $11 million budget, eleven district offices and 200 employees and managers across the ten-state region. He also served as a member of the Senior Executive Service team. While at the OFCCP, Mr. Holliman’s accomplishments include the following.

  • Worked closely with the National leadership to develop a national strategic plan.
  • Directed the completion of more than 12,000 compliance reviews of federal contractors.
  • Personally led more than 40 Corporate Management "Glass Ceiling" Reviews of Fortune 500 companies effecting positive change for women and minorities at the executive level.
  • Served as negotiator/conciliator involving a variety of human resources practices including compensation matters.
  • Led and directed the Midwest Region during a period in which more than 80% of discrimination allegations were settled without referral to enforcement. These settlements included remedies totaling more than $61.7 million.
  • Directed the development of technical training courses/material to improve staff analytical skills.
  • Nominated major corporations for the prestigious Secretary of Labor’s Opportunity 2000/EVE Award for exemplary efforts and corporate best practices, including recipients from Motorola, Procter & Gamble and Eli Lilly.
  • Founding member of Chicago Area Partnerships (CAPS), a unique organizational model of top corporate, community and government leaders assembled to discuss and provide leadership on cutting edge workplace issues.
