Angelo Paparelli was quoted in "After 100 Days, Immigration Changes Will Be Up To Congress," an April 26 story from Law360 on how the President’s immigration changes are dependent on congressional action. Paparelli said that what the executive order did on the H-1Bs was to mark off turf, but that turf can't be tilled until Congress intervenes.
