Paul Kehoe to Testify Before House Education and the Workforce Subcommittee on Workforce Protections

WASHINGTON, D.C. - On Tuesday, March 24, Seyfarth Shaw LLP attorney Paul Kehoe will testify before the U.S. House Committee on Education and the Workforce Subcommittee on Workforce Protections regarding four EEOC bills pending before Congress, including the Certainty in Enforcement Act of 2015 (H.R. 548), the Litigation Oversight Act of 2015 (H.R. 549), the EEOC Transparency and Accountability Act (H.R. 550), and the Preserving Employee Wellness Programs Act (H.R. 1189). The hearing will provide members the opportunity to discuss the legislation and examine efforts to strengthen EEOC enforcement through enhanced transparency and accountability. As Special Assistant/Attorney Advisor to the former EEOC Commissioner, Honorable Victoria Lipnic, Kehoe provided legal and political counsel to Commissioner Lipnic regarding all policy matters confronting the Commission, including regulations and enforcement guidance documents, and regarding all aspects of agency business such as Commission-initiated litigation, systemic litigation, Commissioner charges, requests for approval to file amicus briefs by the Office of General Counsel, subpoena determinations, and field activities. He negotiated and drafted the final regulations under the Americans with Disabilities Amendments Act, the Genetic Information Nondiscrimination Act, the Age Discrimination in Employment Act and the final Commission enforcement guidance regarding the use of criminal background checks during the hiring process. He was also responsible for advising Commissioner Lipnic on various hot topics, including the Commission’s systemic program, leave as a reasonable accommodation, equal pay, wellness programs, criminal and credit background screens, pregnancy discrimination, the Commission’s Strategic and Strategic Enforcement Plans, the Quality Control Plan, and all other federal antidiscrimination laws.
