Michael McKeeman Published in Cost Engineering "Cost-Plus-Fee Government Contracts Not Always a 'Slam Dunk'"

Michael McKeeman’s article, "Cost-Plus-Fee Government Contracts Not Always a 'Slam Dunk,'" was co-published with Kurt Rossetti, a Professional Civil Engineer and Certified Cost Engineer, in the July 2008 issue of Cost Engineering. In their article, Michael and Kurt explain that of all the available contract models, the cost-plus-fee approach is the least risky for a contractor. According to Michael and Kurt, "under cost-plus-fee contracts, a contractor is paid for all allowable incurred costs plus a fee." However, they go on to warn that "While this contract model has proven to be a lucrative model for many contractors, such contracts are not always a 'slam dunk.'" In their article, they discuss the recent decision in International Technology Corp. (ITC) versus Donald C. Winter, Secretary of the Navy, to highlight the challenges associated with this contract.
