Pension Real Estate Association Publishes Article by Gordon Peery on the 21st Century ROAD to Housing Act

Pension Real Estate Association featured an article by partner Gordon Peery: “Inside the ROAD to Housing Act: Building to expand supply.”

This piece examines how the 21st Century ROAD to Housing Act reshapes the legal, regulatory, and financing landscape for affordable housing development and real estate partnerships.

The article highlights key provisions of the Act, including streamlined federal review processes, expanded bank investment capacity for affordable housing projects, and new measures designed to direct institutional capital toward creating additional housing supply. Peery explains how these reforms are expected to accelerate housing development while preserving the limited partnership structure that has long supported real estate investment.

As Peery notes:

“The Act should expand the range of deals where this structure makes sense, particularly affordable rental housing, infill development, adaptive reuse, rural preservation, manufactured or modular housing, and projects supported by bank public-welfare investment authority.”
