Bart Lazar was quoted in the March 3, 2009 Computerworld article, "Why Your Wi-Fi Hotspots Could Be at Risk." The article also appeared on the websites for PC World and The Industry Standard. The article discussed the recently introduced Internet Safety Act, which questions the notion of allowing anonymous access to the Internet. The legislation would require ISPs to log user activity and store that information for two years. According to the article, the bill's sponsors argue that the measure is needed to improve the ability to identify sexual predators. Although the legislation focuses on sexual predators, data that is collected and stored could potentially be obtained by anyone with a subpoena. It's still unclear how extensive any data collection would be under this legislation.

The article also addressed the question of whether Wi-Fi hot-spot services should offer anonymous access or if they should be managed through an account that identifies the user and obligates him or her to comply with terms of service. According to Bart, if someone uses a hot-spot for illegal activities, he isn't necessarily putting the hot-spot operator under any legal risk. He continued to explain that contributing liability, which involves aiding and abetting criminal conduct, occurs only if you know the conduct is taking place.
