“Skilled Labor Shortage Breeds EU Blue Card”

Jean-Noël Ben Hamou was quoted in the article, “Skilled Labor Shortage Breeds EU Blue Card,” published October 24, 2007 by Employment Law360. The article examines the European Union’s new work visa policy modeled after the Unites States’ green card that will create one work visa program applicable to all member countries of the EU. The blue card builds on the Schengen Agreement, passed in 1985, that allows free travel between member states.

Jean-Noël notes that, ““The big question mark behind this huge idea is how this system will be implemented. If it is implemented like the Schengen visa, it will be a huge difficulty. You have 27 different states with 27 different procedures and ways of adjudicating cases. People may apply to one country, and then try to move to a different country. Obviously there will be extensive negotiations between the countries.”
