Paul Galligan was quoted in the September 8, 2009 Forbes.com article, "Obama's Gift For Labor." The article discussed the relationship between President Obama and America's labor unions. According to the article, the labor unions helped the president win the election and now it looks like he's quietly returning the favor. The article noted that President Obama recently signed an executive order promoting the use of so-called project labor agreements for any construction project that uses more than $25 million in federal funds. The agreements establish upfront the rules and wages for all employees on a project. Paul commented, "In practical terms it's binding, because the price points are set at union rates before the bidding begins…. This will give the union contractors much more leverage, allowing them to be competitive because it forces the non-union shops to raise their prices and pay union benefits."
