Paul Galligan was quoted in the November 8, 2008 issue of The Journal News (NY) in the article, "Labor Sees Chance For Gains Under Obama." The article discussed how the election of Democrat Barack Obama to the presidency could bring major changes to labor laws and at the center of his labor initiatives is the Employee Free Choice Act (EFCA).

Paul noted that the part of the proposed law that is most objectionable to management is contract arbitration. He explained that once a union becomes certified, the sides would have 90 days to negotiate a contract. If they did not, they would go to the Federal Mediation and Conciliation Service, which would appoint an arbitrator who could impose a settlement. He further noted that EFCA is a huge power shift from current labor law, which lets management to determine a settlement with a union if good-faith negotiations reach an impasse. Paul concluded, "I think that's what scares a lot of businesses. They no longer have the right to dictate the contract."
