Pay the Union Official . . . Go to Jail?

The U.S. Court of Appeals for the Seventh Circuit (covering Illinois, Indiana, and Wisconsin) has declared it illegal for employers to pay the full salary of certain union officials who spend all their time representing employees and not working for the employer.
