Russell Swapp Quoted on CNNMoney.com “Wanted: Foreign Tech Workers”
Russell Swapp was quoted in the article, “Wanted: Foreign Tech Workers,” posted on September 26, 2007 to CNNMoney.com for Fortune Small Business. The article examined the current cap on H-1B visas that allow skilled foreign workers to work in the United States.
Russell points out that small businesses are hit especially hard since they lack the resources to open shops in less restrictive locales such as India and China. Russell noted that he has “smaller clients who have been unable to meet their hiring targets because of the cap [on H-1B visas] and they feel they are being competitively crippled.” Russell also cited the Kauffman Foundation study, which estimates that one in four engineering and technology companies created in the United States between 1995 and 2005 were founded by immigrants. Russell notes that, “These [founders] are often true innovators and own the intellectual property on which companies are based. These aren’t fungible positions.”
