Ryan co-authored "The American Experience with Union Exclusive Representation in Industrial Relations: Implications for the Debate over Korean Labor Law Reform and Plural Unionism" in the October 2006 issue of the Youngsan Law Journal published by the Institute of Legal Education, Youngsan University (Korea). The article notes "Although there is a wide diversity of labor laws among the industrialized democracies of the world, two common purposes behind these laws are the fostering of industrial democracy through collective bargaining and the promotion of industrial peace." The article outlines the system of exclusive representation in the U.S. governed by the National Labor Relations Act (NLRA); how unions are established; the fair representation of all employees in a bargaining unit and the use (at times) of members-only non-majority bargaining. The article also notes the decline of the American labor movement since its height in 1955 and the affect that has has on employee representation. It concludes noting the implications of the American labor experience in Korea as that country debates public policy on how to structure their system of collective bargaining with union pluralism.
