About the Program
While much has been written about the theoretical aspects of mentoring, the actual strategies, processes, and scope of mentoring is lacking. Mr. Tulante was appointed City Solicitor, the City’s top lawyer, in January 2016 and held that role for two years. As Solicitor, he took on a variety of prominent issues and oversaw the Philadelphia Law Department’s 220 lawyers. He also spearheaded the department’s affirmative litigation practice, which handled cases across industries including banking, commerce and food and beverage. He also successfully sued the Department of Justice to challenge its efforts to withhold critical federal funds based on Philadelphia’s status as a “sanctuary city.”
Prior to his appointment as City Solicitor, Mr. Tulante spent five years as an Assistant U.S. Attorney at the U.S. Attorney’s Office in Philadelphia, where he conducted criminal investigations and prosecutions, including involving white collar offenses, in the Eastern District of Pennsylvania.
Mr. Tulante’s legal work has been recognized on multiple occasions recently, including by the Legal Intelligencer (as one of three finalists for “Attorney of the Year” in 2018); the Philadelphia Inquirer (as one of “25 Legal Influencers” in 2018); the Philadelphia Business Journal (“Best of Bar” 2017); and Philadelphia Magazine (as one of the “100 Most Influential Philadelphians” in 2016). Before he joined Dechert, Mr. Tulante was a Lecturer-in-Law and Policy Fellow at the University of Pennsylvania Law School, where he taught prosecutorial ethics and constitutional law. Mr. Tulante continues to teach there and was identified by the school in 2020 as the top adjunct faculty member, as voted by students, and will teach a seminar on corporate criminal law and investigations this spring.
Mr. Tulante also maintains an active pro bono practice and has recently represented: a woman suing an immigration detention facility after being sexually assaulted; Liberian immigrants challenging the Trump Administration’s effort to deport them from the United States; prisoners seeking relief from dangerous jail conditions as a result of the COVID-19 pandemic; and the NAACP in Pennsylvania in voting rights litigation related to the pandemic.
