Webinar Recording: Guidance on State and Local Paid Family Leave Laws Series – Part II
As a federal paid family leave (“PFL”) law continues to elude lawmakers on Capitol Hill, 2020 saw PFL developments in a number of jurisdictions. These include California, Colorado, Connecticut, Massachusetts, New Jersey, New York, Oregon, Washington, and Washington, D.C. In January 2021, Massachusetts paid family and medical leave (“PFML”) benefits became available to eligible workers for most covered absences and Connecticut PFML payroll deductions began. In November 2020, Colorado voters passed a broad PFML law, which made Colorado the 9th state with such a law. Earlier in 2020, leave benefits under the Washington State and Washington, D.C. PFML programs became available to eligible employees for the first time.
Part II: Spotlighting California, Colorado, New Jersey, New York and Oregon Paid Family Leave Developments
Part II of the Paid Family Leave series examines aspects of five major state PFL programs – California, Colorado, New Jersey, New York and Oregon – as well as provides a brief snapshot of federal PFL proposals. Colorado and Oregon are home to the two most recently enacted state PFML mandates in the country and both contain several unique components as compared to other state PFL programs. In California, New Jersey and New York, the PFL programs, which have been in effect for a number of years, each recently experienced important updates and amendments.

Overview of the current nationwide paid family leave law landscape.

Colorado PFML discussion that will examine our current understanding of high level aspects and requirements under the country’s newest paid family leave mandate.

Highlights of the Oregon PFML law, including a discussion on payroll deductions and employer reporting and remitting requirements, which are set to begin in 2022, as well as other employer obligations.

A recap of recent developments involving the California, New Jersey and New York PFL programs, including expanded covered absences in California, 2020 amendments in response to COVID-19 in New Jersey and New York, and New York reaching its maximum benefit levels at the start of 2021.

Forecast of additional federal, state and local paid family leave developments in the coming months.
