Jon draws on his geology and consulting background, agency regulatory enforcement experience, and over 20 years of environmental law practice to guide clients through complex environmental regulatory programs affecting their business operations and goals.

Jon partners with clients to stay ahead of environmental challenges—helping them minimize transaction and business risks, simplify permitting, and navigate enforcement actions with confidence. He advises land development and construction teams on the full spectrum of policy, permitting, compliance, and enforcement issues tied to state and federal programs. From stormwater discharges and wetlands protection to air and dust emissions and safeguarding species and resources, Jon ensures projects move forward while meeting regulatory requirements.
Jon has served a broad range of regional and national clients across business sectors, including residential and commercial construction and development, commercial warehousing and distribution, energy and resource development, pipelines, agricultural operations, manufacturing, refineries, foundries, and electro-plating facilities.
Drawing on his deep industry experience, Jon counsels industrial and commercial businesses operating under environmental regulatory programs, such as chemical accident prevention, transportation of hazardous materials, solid and hazardous waste management, and emissions reporting and permitting. Across a broad range of corporate and real estate transactions, Jon provides environmental diligence evaluation and counseling to clients to identify and allocate environmental risk, including the use of environmental insurance. Jon’s environmental litigation and arbitration work has helped clients with environmental cost recovery actions under CERCLA, the Texas Solid Waste Disposal Act, and other state cost recovery statutes, common law environmental claims, environmental-related contract and lease disputes, and insurance coverage.
Jon leverages his background as both a hydrogeologist and former enforcement attorney with the EPA to appropriately frame and manage environmental operational compliance and liability aspects of company and asset business transactions, including handling of legacy liability and compliance issues. For two years, Jon served the EPA as associate regional counsel in the Hazardous Waste Enforcement branch, where he prosecuted enforcement actions in administrative and judicial forums, working with the US Department of Justice and the EPA’s Office of Enforcement and Compliance Assurance. During his time with the EPA, Jon gained particular knowledge with enforcement of Clean Air Act Section 112(r), also known as the Chemical Accident Prevention Program, and hazardous waste matters under RCRA. Prior to law school, Jon worked as a hydrogeologist with a national engineering and consulting firm.
