State Paid Family Leave Laws Bring the Heat for Employers This Summer

As a federal paid family leave (“PFL”) law continues to elude lawmakers on Capitol Hill, certain states are taking PFL into their own hands. On May 31, 2019, Connecticut lawmakers agreed to a state PFL law, which once signed by Governor Ned Lamont, will make Connecticut the 7th state with such a law.

PFL also has recently spread to Massachusetts, Washington, and Washington, D.C. Certain deadlines under each law, including reporting, remitting, premium collection, notice, and/or posting, begin soon.  This will be followed by major deadlines in 2020 and 2021 (depending on the law) when employees will begin using their PFL benefits.

Another recent PFL development took place in New Jersey. In February 2019, the state amended its PFL law, known as the Family Leave Insurance (“FLI”) law, in several significant ways, including expanding the number of weeks an employee can receive FLI benefits.
