• Represented a major municipality in breach of contract litigation before the US Court of Federal Claims against the US Department of Transportation, Maritime Administration, arising from the Port of Anchorage Intermodal Expansion Project. Following a nine-day trial, obtained a $367 million judgment, one of the largest judgments ever entered against the United States. Anchorage v. United States, No. 14-166C, 2021 WL 5859022 (Fed. Cl. Dec. 9, 2021); Anchorage v. United States, No. 14-166C, 2022 WL 577669 (Fed. Cl. Feb. 24, 2022), rev'd in part, Municipality of Anchorage v. United States, 119 F.4th 1311 (Fed. Cir. 2024) (matter thereafter resolved through settlement).
• Represented a major aerospace and defense contractor in litigation before the US Court of Federal Claims involving intellectual property and data rights under a multibillion-dollar satellite program. Sought declaratory relief to prevent compelled delivery of proprietary software source code. Achieved a favorable settlement.
• Represented a major aerospace and defense contractor in subcontract litigation before the US District Court for the District of Arizona arising from disputes concerning pricing, option rights, and production continuity on a national security satellite program. Resolved the matter through a negotiated subcontract amendment that preserved the parties’ business relationship and enabled uninterrupted program performance.
• Represented a satellite manufacturer in litigation before the Supreme Court of the State of New York, Commercial Division, arising from a multimillion-dollar subcontract for the design and delivery of satellite propulsion systems. Asserted claims for fraudulent inducement, breach of contract, and improper assignment. Achieved a favorable settlement.
• Represented a major aerospace and defense contractor in subcontract litigation before the US District Court for the District of New Mexico arising from contracts for aerospace components. Asserted breach of contract counterclaims relating to terminated government contracts. Achieved a favorable settlement.
• Represented a government contractor in Anti-Terrorism Act and Justice Against Sponsors of Terrorism Act (JASTA) litigation in the US District Court for the District of Columbia arising from allegations that the contractor provided support to the Taliban in Afghanistan. Defended against claims seeking to impose aiding-and-abetting liability for terrorist attacks allegedly linked to government contracting activities in a conflict zone.
• Represented a major municipality in litigation before the US District Court for the District of Alaska against multiple design and construction entities arising from the Port of Anchorage Intermodal Expansion Project. Achieved a favorable settlement. Anchorage v. Integrated Concepts & Research Corp., 1 F. Supp. 3d 1001 (D. Alaska 2014).
• Represented health care staffing companies in litigation before the US District Court for the Eastern District of Virginia arising from a dispute among teaming partners under a General Services Administration Contractor Teaming Arrangement. AB Staffing Solutions, LLC v. Asefi Capital, Inc., No. 3:22-CV-32, 2022 WL 16555707 (E.D. Va. Oct. 31, 2022).
• Represented a major defense contractor in claims litigation before the Armed Services Board of Contract Appeals arising from constructive changes to engineering and program management requirements under missile production contracts. Obtained a $48 million equitable adjustment.
• Represented an international security contractor in litigation before the US Court of Federal Claims against the US Army arising from a contract to provide security guard services in Germany.
• Represented a national marketing company in False Claims Act litigation before the US District Court for the Southern District of Florida arising from a federally funded telecommunications program. Obtained dismissal of all claims.
• Represented a major international construction contractor in subcontract litigation before the US District Court for the District of Maryland arising from construction of a National Institutes of Health facility in Baltimore, Maryland. Obtained a multimillion-dollar judgment.
• Represented a major international construction contractor in litigation brought by the Commonwealth of Virginia arising from alleged design and construction defects associated with a utility tunnel project in Richmond, Virginia. Successfully obtained dismissal of multiple claims through demurrer practice and continued representation of the client in appellate proceedings before the Supreme Court of Virginia.
• Represented a subcontractor in Miller Act litigation before the US District Court for the Eastern District of Virginia against a prime contractor and surety arising from improvements to the FBI Academy in Quantico, Virginia.
• Represented a federal subcontractor in subcontract litigation before the US District Court for the Eastern District of Virginia arising from a US Marine Corps support services contract for the Marine Corps Enterprise Ground Equipment program.
• Represented a major automotive manufacturer in contract litigation before the US District Court for the Eastern District of Virginia arising from an exclusive-use dealership agreement.
• Represented a major automotive manufacturer in an administrative proceeding arising from the termination of a dealership agreement.
• Represented an Alaska Native Corporation in contract claims litigation before the Armed Services Board of Contract Appeals. Achieved a favorable settlement.
• Represented a government contractor and its principal in suspension proceedings before the US Army arising from a criminal fraud conviction. Implemented remedial measures, including an enhanced ethics and compliance program, and successfully obtained removal of the suspension.
• Ongoing representation of a major aerospace and defense contractor in internal ethics and compliance investigations involving labor charging practices, procurement integrity matters, conflicts of interest, employee misconduct, and related compliance issues.
• Represented a nonprofit green-lending organization in a high-profile Court of Federal Claims action challenging federal agency actions affecting the administration of a multimillion-dollar clean energy grant program. Led strategy concerning federal grants and administrative law, including preparation of pleadings, damages theories, and challenges to agency efforts impacting the client's access to awarded federal funds.
• Represented a nonprofit policy organization in connection with a US Department of Justice False Claims Act investigation arising from participation in the Paycheck Protection Program. Counseled the organization regarding a Civil Investigative Demand, government inquiry, and potential qui tam allegations, resulting in a favorable resolution without litigation.

Bid Protests

• Represented a major airport authority in high-stakes bid protest litigation before the US District Court for the District of Columbia arising from the award of a major airport concession contract. Successfully obtained dismissal of claims challenging the authority’s procurement discretion, evaluation methodology, and compliance with statutory contracting requirements. The Private Suite IAD, LLC v. Metropolitan Washington Airports Authority, Civil Action No. 1:26-cv-00349 (D.D.C.).
• Represented an intervenor in a bid protest before the Government Accountability Office arising from the award of a more than $1 billion contract for armed security services at US Army garrisons in Germany. Successfully defended the agency’s past-performance evaluation and best-value tradeoff against challenges alleging reliance on unstated evaluation criteria and improper weighting of price and technical factors. Protest denied. B-422939.3 (Comp. Gen. Nov. 17, 2025).
• Represented an awardee in a bid protest before the Government Accountability Office arising from the award of a $22 million contract for transportation management and logistics support services at Andersen Air Force Base, Guam. Successfully defended the agency’s award decision and obtained denial of the protest. B-419149.2, B-419149.3, 2021 WL 425225 (Comp. Gen. Jan. 4, 2021).
• Represented an awardee in a bid protest before the Government Accountability Office arising from the award of a contract valued at more than $1 billion for operation and maintenance of US Army communications systems and infrastructure throughout the Middle East and Central Asia. Successfully defended the agency’s award decision and obtained denial of the protest. B-419647, B-419647.3, 2021 CPD 222, 2021 WL 2766441 (Comp. Gen. June 1, 2021).
• Represented an awardee in a bid protest before the Government Accountability Office arising from the award of a small-business contract to operate the National Veterans’ Technical Assistance Center. Successfully defended the agency’s award decision and obtained denial of the protest. B-420021; B-420021.2; B-420021.3, 2021 CPD 351, 2021 WL 5232628 (Comp. Gen. Oct. 26, 2021).
• Represented a major services contractor in a bid protest before the Government Accountability Office arising from the award of a nearly $200 million contract for base operations support services at US Naval Station Guantanamo Bay, Cuba. Successfully defended the agency’s award decision against challenges to the evaluation and source selection.
