Government procurement presents a unique set of complex statutes and regulations that contractors must navigate to successfully fulfill their contractual undertakings. Teddie assists government contractors with compliance and counseling—from the proposal stage, to contract performance, to dispute resolution and bid protests. He has participated in litigation before the federal courts, the boards of contract appeals, the Government Accountability Office, and other administrative tribunals and agencies.

Construction projects involve careful planning, large dollar amounts, and bargained-for risk allocation. As a result, they require significant transactional and dispute resolution needs. Teddie focuses his practice on complex construction disputes in state and federal courts across the US. He represents owners, general contractors, subcontractors, and sureties in disputes arising out of construction contracts, bonds, and indemnity agreements. He has also authored and argued briefs and motions in numerous federal and state courts, including the Maryland Appellate Courts, the Fourth Circuit, and the US District Courts for the Eastern District of Virginia, the District of Maryland, and the District of Alaska.

Teddie's experience clerking for a US district judge gives him a unique perspective when litigating on behalf of government contractors and private contractors before federal tribunals. Having been on the other side of the bench, he can better advise clients and help them navigate the complexities of litigation.

Teddie began his practice in civil litigation more than 10 years ago, before narrowing his focus to focus on construction and government contracts. This base of litigation experience helps him better understand the objectives and challenges of dispute resolution, tailoring the strategy of each case to clients' specific needs, while providing for effective and efficient resolution of matters.

Teddie handles cases from start to finish in a manner designed to optimize his clients' objectives, while minimizing risk and expense. To this end, he uses technology and other resources where appropriate, and takes a common-sense approach to advice and counseling.
